Description

The Lead Petroleum Engineer provides support to the Bureau of Indian Affairs, Indian Energy Service Center (BIA-IESC). This position provides expertise and support to assist Tribes in regulation development and oversight, evaluation of industry standards, permitting, inspections, safety management, research, environmental compliance and enforcement, evaluation of failures and incidents, regarding mineral leasing on tribal and allotted trust lands.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Serves as technical specialist and liaison between Indian tribes, agencies and commercial contractors on complex project issues, processes or methods.

 

Leads a staff of Petroleum Engineers, Petroleum Engineer Technicians, Production Accountability Specialist and/or other staff as necessary.

 

Directs, articulates and communicates assignments, projects, issues, actionable events, milestones, and/or program issues under review, and deadlines for completion.

 

Provides program oversight for engineers, technicians and specialists who perform lease valuations and market determinations.

 

Reviews communization and unit agreements, applications for permit to drill, applications for commingling and off-lease measurement, and lease suspension, assignment, modification/amendment, segregation, extension and termination.

 

Performs complex meter analysis and assist in the development of policy, guidance and regulations.

 

Understands and helps to resolve issues related to oil and gas production, including but not limited to complex drilling rigs and novel drilling techniques and technology, complex operational programs that ensure adequate resource protection, new and innovative completion techniques for the extraction of hydrocarbon resources, measurement processes/practices, reservoir management, applications for permit to drill, lease valuations and fair market determinations, communization and unit agreements.

 

Provides technical training to field, inspection and audit personnel.

 

Provides oversight, guidance, and quality control relating to leasing, agreements, permitting and compliance.

 

Provides support and monitoring of team budget related to travel, equipment, and labor. Works with other government agencies for reimbursement of costs incurred by team.

 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

 

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

 

EDUCATION / EXPERIENCE

Bachelors of Science degree Petroleum Engineering and a minimum of five (5) years’ relevant experience, or equivalent combination of education / experience. Experience with engineering activities concerning drilling, completion, log interpretation and reservoir evaluations.

 

CERTIFICATES / LICENSES / REGISTRATION

Knowledge of petroleum engineering and oil and gas deposits

Knowledge of resource and reserve estimation methods for oil and natural gas deposits

Knowledge of conventional and horizontal drilling methods

Knowledge of conventional and hydraulic fracturing completion methods

Familiar with well log analysis programs

Experience with economic analysis of oil and gas deposits, decline curve analysis, Ultimate Estimate of recovery discounted cash flow, rate of return, and present value

Knowledge of commercial software programs used for reserve estimation

Ability to resourcefully utilize available tools and resources to resolve issues

Effective verbal and written communication skills with solid reporting skills

Ability to clearly and concisely communicate technical information to a broad range of people with varying levels of expertise

Excellent customer service skills with ability to use tact in handling difficult individuals and/or situations

Detail-oriented with proven analytical and problem-solving skills

Ability to manage multiple projects and priorities as well as to meet specified deadlines

Ability to effectively work both individually and in a team environment

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
