This is administrative, professional and technical environmental geologist work involving the implementation of federal, regional and statewide programs for the regulation or management of water use, drinking water, air and water pollution, or other environmental activities. Employees in this occupational class are usually responsible for administering the activities of a major, technical geological division. The work affords considerable opportunity for participating in the formulation and administration of major policy decisions in a division and/or department. Employees in this occupational class make final, technical geological decisions within the scope of the policy of the department in which they are employed. The work involves frequent contacts requiring a high level of tact and judgment with federal, state, county and municipal officials, consulting geologist, industrial officials, developers, water and sanitary system operators and the general public. The work is performed under the direction of an office director or other administrative superior.
Examples of Work: Examples of work performed in this classification include, but are not limited to, the following:
Plans, directs, and controls a wide variety of geological research of specific and general sites statewide.
Supervises, advises and evaluates geologic-geotechnical-geohydrologic-geochemical work sector projects.
Supervises a staff that develops and collects information on but not limited to engineering and Geotechnical capabilities/properties of various geologic formations, earth, and earth materials.
Supervises a staff that reviews lithologic, stratigraphic, hydrogeologic and environmental interpretations as submitted by applicants in support of permit requests for mining, reclamation, municipal/public water well permits and field design, injection wells, waste disposal, dredge and fill, land use plans, oil and gas wells, and geologic processes in coastal areas including shoreline erosion improvements.
Trains subordinate section heads in supervisory and management skills and other section head duties.
Participates in negotiation of permit condition limitations with affected municipalities, industries or commercial operations.
Advises federal, state and local government representatives, consulting geologists and others on methods of ensuring safe drinking water, controlling air and water pollution and other environmental activities.
Conducts performance appraisals of subordinate personnel.
Develops or participates in the development of division program plans, program goals and annual division budget; prepares progress reports of program goal attainments and budget status.
Supervises and/or collects information to create reports, maps (of all types), X-sections and profiles, analyses, surface and subsurface waters, well/borehole data/logs, mineral deposits (including oil and gas, lignite, sand, gravel, and clay), petrographic interpretations, paleontological interpretations, lithologic/earth and earth material descriptions, computes technical data of all types. Also may be involved in the determination and evaluation of the extent of contaminated earth and earth materials in environmental assessment/contaminated areas.
Signs off and seals permits, contracts, reports, and other documents which require a Registered Professional Geologist seal for public record or other state laws.
Performs compliance inspections of hazardous and non-hazardous facilities and mine sites.
Performs related or similar duties as required or assigned.
Minimum Qualifications: These minimum qualifications have been agreed upon by Subject Matter Experts (SMEs) in this job class and are based upon a job analysis and the essential functions. However, if a candidate believes he/she is qualified for the job although he/she does not have the minimum qualifications set forth below, he/she may request special consideration through substitution of related education and experience, demonstrating the ability to perform the essential functions of the position. Any request to substitute related education or experience for minimum qualifications must be addressed to the Mississippi State Personnel Board in writing, identifying the related education and experience which demonstrates the candidate's ability to perform all essential functions of the position.
A Master's Degree in Geology from an accredited college or university;
Eleven (11) years of geological work experience.
A Bachelor's Degree in Geology from an accredited college or university;
Twelve (12) years of geological work experience.
Applicant must be registered and maintain said registration as a Registered Professional Geologist (RPG) by the Mississippi State Board of Registered Professional Geologists in order to maintain this employment position.
Must possess a valid driver's license.
Applicant must attach a valid copy of his/her registration wallet card or other documentation supplied by the Mississippi State Board of Registered Professional Geologists indicating that they are a Registered Professional Geologist (RPG) in good standing.
